Pat Hoagland

Pat Hoagland, RLA, ASLA

Over 40 Years of Experience

With 40+ years of experience, Pat leads BCI’s recreation and park planning team. He has completed over 300 park designs and 100+ master plans, guiding communities through strategic planning and public engagement. A national speaker and expert in inclusive, needs-based planning, Pat helps shape spaces that reflect community values, promote equity, and enhance quality of life across generations.

Phil Schilffarth, AIA, CID, NCARB, LEED AP, AFO

Over 15 Years of Experience

Phil brings over 15 years of experience designing recreation and aquatic facilities. A licensed architect and LEED professional, he focuses on community wellness through thoughtful, inclusive design. His work spans fitness centers, youth and senior facilities, and mixed-use community hubs—over 50 in total. Phil blends creativity and technical expertise to create spaces that promote connection, health, and quality of life.

Charlie Schneider

Charlie Schneider, PE, AFO, CPO

Over 30 Years of Experience

Charlie leads BCI’s aquatic engineering efforts, specializing in the design of pools, spray grounds, and aquatic centers. With decades of experience and a focus on both aquatic and civil systems, he handles everything from grading and utilities to filtration and water features. As a consultant and engineer, Charlie brings deep technical knowledge and innovative solutions to every project, helping communities create safe, efficient, and engaging aquatic environments.
